Shows the bug in two screenshots

Version:           unspecified (using KDE 4.6.2) 
OS:                Linux

If you create a starter for an application and don't start it, it appears as a symbol only.
If you maximize the control panel two lines and you opened tasks which take two lines of the control panel, the starter suddenly takes space as a whole task (see screenshot)

Reproducible: Always

Steps to Reproduce:
1) Right click on your control panel and select "settings for this control panel"
2) Select the tab "General" and set the maximum amount of lines to "2" (or more)
3) Open any application and create a starter for it
4) Close this application
--> The icon of the application appears in the control panel

5) Open other applications, so the control panel expands into two lines
6) look at the starter you created in step 3)

Actual Results:  
The icon takes space as a whole task (see attachment)

Expected Results:  
The icon takes space as only an icon
