After the download from American Express the balance is off on the credit card by $8.00.  No error is visible.

Could you try to disable all you filters? See http://kmymoney2.sourceforge.net/kde4/online-manual/details.settings.html#details.settings.general.filter for more details and try to look for the transaction that causes the balance offset. If the balance is not apparently correct in the ledger that must mean that there is a transaction in that account that is not visible.
