Works for me with KDE 4.6.1 and poppler 0.16.2, please update to those versions and if it still fails reopen this bug.

I've tried it with KDE 4.6.1 and poppler 0.16.3 in another computer, downloading again the pdf, but the results were the same :-(. Those are the exact versions (I executed "dpkg -l ..."): ii libpoppler-qt4-3 0.16.3-1ubuntu1 PDF rendering library (Qt 4 based shared library) ii libpoppler13 0.16.3-1ubuntu1 PDF rendering library ii poppler-utils 0.16.3-1ubuntu1 PDF utilities (based on Poppler) ii libokularcore1 4:4.6.1-0ubuntu1 libraries for the Okular document viewer ii okular 4:4.6.1-0ubuntu1 universal document viewer ii okular-extra-backends 4:4.6.1-0ubuntu1 additional document format support for Okular
Works for me with poppler 0.16.3 too, but anyway this is not the proper place to discuss this since the only thing Okular does is use poppler to render the pdf, if your pdf does not render then it's a poppler problem, please go to https://bugs.freedesktop.org and report a bug against the poppler product.
