Version:           2.4.0 (using KDE 4.6.1) 
OS:                Linux

file containing the string "%2F" (yes, unusual, I know) are not played. 
amarok -debug prints: 

amarok: [MoodbarManager] file path:  "/PRIVATE/Various - 13 - Pixies %2F Winterlong.mp3" 
amarok: [MoodbarManager] mood file path:  "/PRIVATE/.Various - 13 - Pixies %2F Winterlong.mood" 
amarok: [MoodbarManager] no such file 
amarok: [MoodbarManager] trying :  "/PRIVATE/Various - 13 - Pixies %2F Winterlong.mood" 
amarok: [MoodbarManager] no luck removing the leading '.' either... 


Reproducible: Always

Steps to Reproduce:
- create an mp3 with name "Various - 13 - Pixies %2F Winterlong.mp3"
- add to playlist
- try to play it

Which Phonon backend are you using? If it is Xine then this is a duplicate of bug 242168

backend is xine. I think it is not a duplicate of Bug 242168 but a duplicate 261469. Will mark accordingly.

Also I don't think that Bug 261469 is a duplicate of Bug 242168 but that is another topic :)
