missing ~/.config/menus/applications.menu leads to empty menus and failing kbuildsycoca4 --menutest

Also all mimetype definitions are gone.

Reproducible: Sometimes

Steps to Reproduce:
rm ~/.config/menus/applications.menu
kbuildsycoca4 --menutest



Fixing it: 

cp /etc/xdg/menus/kde-4.6-applications.menu /home/arne/.config/menus/applications.menu

For some reason the ~/.config/menus directory and all it's subdirectories suddenly belonged to root and were not readable.

In this case the applications menu was also empty.

Fix: restore the ownership and run kbuildsycoca4

I can't reproduce this with KF 5.15 and kbuildsycoca5, can you?
