I just noticed that this still exists in Dragonplayer 23.04 on KDE neon 22.04. Exactly as reported in 2011:

0. Play a video.
1. While playing, click the speaker icon in the icon bar at the top of the window to make the volume slider on the right-hand side visible.
2. Click the mute check box at the bottom right corner of the window. The audio mutes.
3. Click the mute check box again, but the audio doesn't unmute.
4. Drag the volume slider to cause the audio to play again.
