Let Ark provide an interface for recompressing files.  

1. 
File → Save As…, allow the operator to choose archive type

2. 
Action Compress should offer recompression when asked to compress an existing archive

Reproducible: Always

Steps to Reproduce:
  1. Tell Ark to compress a.tar.gz to bzip.

Actual Results:  
  1. a.tar.bz containing a.tar.gz

Expected Results:  
   1. a.tar.bz containing a.tar

OS: Linux (x86_64) release 2.6.34.7-0.7-desktop
