These servers are usually faster (and using them relieves some stress from the "main" stack of tile servers). It would be nice to have a possibility in Marble to specify a local tile server (presumably the local one will have exactly the same structure as the main ones so the only thing to be specified would be say "openmap.lt"). Did you know that you can copy openstreetmap.dgml to your home directory and change the URLs in there? Please reopen if that doesn't solve your issue.
