In review mode, the highlighting tools have to be invoked via a hotkey or a mouse click every time one wants to use them. So if all you want to do is highlight passages in a document, you have to manually invoke the yellow highlight each time you want to use that tool. This is bad from a usability point of view, IMO.

Recommending that once clicked, the tools in the review mode become persistent - until the user manually switches to a different tool.
