Basically, the power management control module *always* thinks things on the 'Global settings' (which should be Global Settings) page have changed. Always. Literally, click "Apply" (and apply does nothing), click "Power Profiles" and the dialog "Apply Settings" pops up claiming stuff has changed. I didn't change it, didn't click reset/defaults, etc...
