The reference to "this option" is unclear.

Reproducible: Always

Steps to Reproduce:
Read the current documentation for windowbehaviour [1].

Actual Results:  
Focus does not necessarily mean the window is the one at the front — this is referred to as raised, and although this is configured here as well, focus and raising of windows are configured independently.

This option specifies how much KWin will try to prevent unwanted focus stealing caused by unexpected activation of new windows.

In fact, this problem is caused by docs.kde.org issue (new docbook infrastructure seems to be broken). 

On my machine windowbehaviour shows "Expected Results" without changes in docbook itself.

The site docs.kde.org was updated a few days ago by Toma, see 
http://www.omat.nl/2011/05/29/docs-kde-org-updated/.

http://docs.kde.org/stable/en/kdebase-workspace/kcontrol/windowbehaviour/index.html#action-focus shows the expected result now online as well properly.
