In fact, this problem is caused by docs.kde.org issue (new docbook infrastructure seems to be broken). On my machine windowbehaviour shows "Expected Results" without changes in docbook itself.
The site docs.kde.org was updated a few days ago by Toma, see http://www.omat.nl/2011/05/29/docs-kde-org-updated/. http://docs.kde.org/stable/en/kdebase-workspace/kcontrol/windowbehaviour/index.html#action-focus shows the expected result now online as well properly. Thanks for your report.
