Hi,
I have some files which names start with character ~.
When I used File -> Open command I was not able to open these files.
But using Filesystem widget (Tool) makes it possible to open this kind of file.

Reproducible: Always

Steps to Reproduce:
1. File -> Open
2. Choose a file which name starts with character ~

Actual Results:  
File is not open.

Expected Results:  
File should be open

This seems a bug of KFileDialog, could not open a file ~test in KWrite as well.
