There is also a third drop down menu which seems to be the effect for virtual desktop switching. It is lacking a label. At least in German version. Reproducible: Always
Funny. I can confirm that the translation is missing. Running "KDE_LANG=de kcmshell4 kwincompositing" I get "Effekt für den Fensterwechsel" for the first combo box, but English "Effect for desktop switching" for the combo box in the middle. Not sure why it is completely blank for you.
The missing label was committed by aseigo to trunk with r1210955 (3 days, 12 hours ago), but 4.6 branch was already created with r1208598 (2 weeks ago). That's why the label is not in 4.5.90 used by the reporter.

Fixed in trunk, probably impossible to fix in branch :-(
@Burkhard (or anybody with more i18n knowlwedge than myself... so "anybody") would it be possible to "steal" one of the i18n'ized "Destop switching" or "Desktop effect animation" strings from the "desktop" kcm .UI (ie. the virtual desktop configuration. I.e. is it possible to rely on, and load the locale for that dialog from the other dialog (since both are part of kwin "rely" should be pretty much ok, yesno?) This way we've at least "some" string...

Even if it's translated then, this breaks the string freeze formally. But that would be just a stupid hack. Proper solution is way more simple: Mail kde-i18n-doc and ask for approval to add the string *after* release of 4.6.0, you'll of course get an OK.
