That email is because you filled a bug against System Settings and it is actually KPackageKit bug. Are you really using KPackageKit 0.3.1? If so I'll have to close the bug as unmaintained since it's too old (+2 years) for me to take a look at. My suggest is for you to check is packagekitd process is running, if not check if PackageKit is installed. Best.
