It's work fine under Linux. I change this settings using digiKam Settings menu directly, not KDE System Settings panel. It sound like a bug in KDELibs under Windows. Can you confirm it ? Gilles Caulier

I can't confirm that because digiKam is the only application that I'm running under KDE for Windows. KDE for Windows was installed when I ran the digiKam Windows installer.
In digiKam, there is nothing special about notification management. All is delegate to KDELibs. I suspect a KDE Windows bugs... Gilles Caulier
Can't reproduce using digikam 3.1.0 and KDE 4.10.2. Please try recent version to see whether the problem still happens.
