The unknown tag in people should be plural in my opinion, because it includes several distinct persons.

My dear two French ;-) friends, in French it is certainly "inconnu"-"inconnus" but in English, it is "unknown person" - "unknown persons/people" and also "unkown" if alone in plural meaning

Not exactly, gramatically it's correct, but in the 'unknown people' meaning, it's indeed just 'unknown'. Better yet, we should get some native speaker input here on this ;)

A list of unknown persons/people is collectively referred to as "unknown".

Yes, it is!
A list of unknown persons/entities would be headed "Unknown", it would not be headed "Unknowns". There's no such word as "Unknowns" in the English language, or if there is, I've never ever heard anyone use it.

Julien, it is possible...kind of. There could be used i18nc() instead of i18n() which adds a context or other message, this is then accessible to the translators. So we could add there that the translators should watch the right plural form in their language.
