In the documentation (krusader_user-interface.po; user-interface.docbook:492):
This is "&krusader; is 3rd Hand" or the 3rd Panel, click on -->> the arrow-up button on the left <<-- of the <guilabel>Totals Label</guilabel> or <keycombo action="simul">&Alt; <keycap>Down-Arrow</keycap></keycombo> to open the <guilabel>PopUp Panel</guilabel>. This panel has several display modes which can be activated by clicking on the appropriate button.

Button with green arrow-up is on the right of the Total Label. Not on left of the Total Label.
