I can change for example plasma applets theme, but when I try to change panel theme, nothing happens. Sometime when I disable and enable after sometime desktop effects, I see panel with changed theme. Maybe it's something with compositing? 

Reproducible: Always

Steps to Reproduce:
System Settings -> Desktop Theme -> Details -> Choose Air theme -> Set panel background to oxygen or anyone else.

My observation is the change does take effects, but it takes effect only after about 30s later ...

solved in master
