Hello,
working with 1.   o.S.11.3 and KDE4.4.4 and
                       2.   o.S.11.2 and KDE 3.5.10  
So the following description is concerning both systems.

1.   The feature <zurückschnellende Tasten> is working for the previous letter only to avoid its 
repetition within the selected time, interval, but not for any other letter.
(e.g.:letter<e>hadbeen pressed, repetition of<e> will be suppressed for the selected time, however
pressing any other key will be accepted without restriction.
Depending on the severeness of the handicap of the person concerned it would be
greatly helpful to extend the feature working for all keys.
2.   Activating the feature <Verlangsamte Tasten> will suppress the use of<zurückschnellende Tasten.
Making possible the independent use of <verlangsamte Tasten> and <zurückschnellende Tasten>
is deemed more helpful both for the handicapped person and the therapist.

Steps to Reproduce:
Just press the keys for <zurückschnellende Tasten> and <verzögerte Tasten>

Actual Results:  
As described in my report

Expected Results:  
Since the problem is built in I can't expect anything else unless my proposed 
changes have been accepted.

We are using the above mentioned features mainly for writing letters on a laptop with e.g.
o.O.
So I think it makes sense to use the same features offered in system settings,
however they should not exclude each other.

Thanks for the reminder,
I don't want to keep my report open any longer. The bug is still there,
however it has been overcome after a short time of fingertraining. Considering it now
I wouldn't write a report againon this topic.

I am now working with Leap 15 (KDE 5.12.6   Plasma 5.45.0  )

I have not been able to  reproduce the bug with the present version of KDE.
So the described bug has been overcome.
