Nautilus has this feature by which it shows a warning if you double click on an executable (with (a OR u OR g OR o)+x permission).

This is helpful for novice users since they don't know what harm can executables do. Dolphin should be capable of doing the same but also with custom warning message for different types of executables like scrips, jar, and specially windows executables (using WINE). That way admins can setup custom warnings to suit the scenario and even add other file types to show a warning.
