The page http://docs.kde.org/development/en/extragear-base/konq-plugins/introduction.html says:
"To load these plugins from within Konqueror, select Settings->Configure Extensions.... Go to the Tools tab and choose the wanted plugins."

Clicking "Settings->Configure Extensions..." opens a dialog without any tabs at all.
