The arrow that opens the contents popup is missing from the Oxygen theme.

As I see it, it's just a problem with the theme. Its 'About' data says kde-artists is the author.

yeah I think so.
The artist is probably notmart, in this case. (I'm just a geek and know pretty much nothing about plasma). 

I'll double check with him on IRC. (I'm still cc'ed to the bug report anyway).

The icon appears here on KDE SC 4.6beta2 on ArchLinux 686, when using the Oxygen Plasma theme.
