I have a DELL Vostro3500 which comes with Core i3 and a Intel HD Graphics card. And a fresh installed Slackware system. The xorg version is 1.9.1. Some default effects are on, for example, Blur, Thumbnails, Translucency etc.

Actually Present Windows effects starts quickly(the windows arranged throughout the screen quickly). But the switching is slow. If you move your mouse to an other window thumbnail, there will be a long lag before the window got highlighted. This makes it unusable for windows switching in daily use.

The Blur effect works fine on my box and the thumbnail doesn't got white at all. I don't know whether my bug is related to "Lanczos filter" or not. I will try to explain it more clearer.

I think what the "Present windows" effects does is:
1, on startup, arrange all the windows throughout the screen, all but the next window will be darkened.
2, when choose an other window, the chosen will be highlighted and previous highlighted window will be darkened.
3, on exit, bring the chosen window to the front.

On my case, all the colors are fine. Windows doesn't got over-highlighted nor over-darkened. My case is the step #2 is very slow, i.e., when you choose a different window, it take a relatively long time to finish the "highlight-darken" process. When the process finished, all seems fine.

Yes, this is related to the Lanczos filter While changing the highlighting the 
filter is active and causes the slowdown.

Blacklist the lanczos filter or wait till we fix it ;-)

Blacklist the Lanczos filter in kwinrc will fix the problem. Thanks!
