when I launch a new session with either ctrl+alt+ins or start->leave->switch user, the old session is always locked. please make this behavior configurable. While others prefer the old session locked, I don't want it locked since I trust the users who use my computer

Reproducible: Didn't try

Steps to Reproduce:
ctrl+alt+ins, start new session

Actual Results:  
old, previous session is locked

Expected Results:  
configuration option to prevent locking
