After I have downloaded something with konqueror, nepomuk begins to do its job (wild guess, analyzes the file, takes up to 40% CPU according to ksysguard). During this time konqueror is completely frozen (duration up to several minutes) until nepomuk has finished the job (nepomuk process disappeared from ksysguard). Most of the time this happens after I've downloaded a PDF file and there are several tabs open in konqueror.

This affects all open instances of konqueror, they are frozen for about one to five minutes after I download something (including PDFs and images in the web opened in a new tab for viewing). It is independent from what I download: archives, mp3, pictures. Here both CPU kernels' usage goes up to 100% coupled with heavy RAM usage.

Konqueror here really is not usable at the moment for downloading something. Is this a konqueror problem or should this maybe be assigned to Nepomuk?

I just had the issue that I downloaded one small text file and konqueror was blocked for about one minute. Then I downloaded a tar.gz and another small text file (diff) without problem, but before I could download the next file konqueror froze again, which lasts now for about 10 minutes (I'm writing this in iceweasel). Oh wow, it just recovered, it's alive again, so actually it was a 10 minute 23 seconds freeze for one small download. Stopping nepomuk/virtuoso did not help, it seems once started the process somehow must be completed before konqueror is free again. A real showstopper in the truest sense of the word.

As I already stated in Bug 255409 this does not only
happen when I download the file with konqueror. When I download with firefox while surfing with konqueror Nepomuk nonetheless temporarily freezes the konqueror window.

Should this be assigned to Konqueror or better Nepomuk?

After I have read Peter's comment I also tested downloading with firefox while browsing with konqueoror. Indeed Nepomuk freezes open instances of konqueror too after I have downloaded something with firefox. Firefox is not frozen. When I interrupt (INT) virtuoso-t via ksysguard konqueror unfreezes.

It hasn't happend anymore after the latest update, will have an eye on it...
