The first issue (taskbar related) is already reported. The second one, which could be related to the Weather applet as you described is already reported for some cases (missing icons for some weather statuses) Regards
The "?" icon. That should be the weather applet icon. But I have that problem ("?" icon) for *many* applications and applets, not just the weather applet. There is also another "?" in my task bar. I don't remember anymore what it was.
[Comment from a bug triager] - Can you identify those "?" items ? (if you hover on it you should get a description in the tooltip) May be those items have something else in common... or may be they are really missing icons in the icon theme... Regards

This one also appears to be similar issue as probably first reported in #248262. But here there's also some sort of overlapping - see previous attachment. I'm using Gentoo KDE 4.5.4 with two monitors; the problem only exists on one of them.
Ignore the overlapping thing in my report. It turned out I had two panels on each other (though I guess this shouldn't be possible..). As they were transparent, you could see the other one from the bottom. That also explains why it appeared on only one monitor. Anyway, the spaces between tasks in the task bar still do appear from time to time. I haven't yet been able to figure this one out.
@Albert:Could you reproduce again in latest 4.7.4 or 4.8 master if possible?
