This is not a bug. This is the lack of contribution by Canadian English users to supply a sample of accounts. Over the years we have got several reports on this. However, we haven't found an English Canadian willing to contribute the necessary templates. Until that happens, only French Canadian will be there for your choosing.
To clarify Alvaro's comment - this is not an issue of using the wrong language. It is just that all the sample account templates for Canadian $ happen to be in French. The Payee names are in the templates are as originally entered by whoever contributed the templates. They are not a core part of KMM and do not get translated.
Further clarification: The templates are contributed by native users. So far we haven't received a contribution by an English Canadian. When we do, it will be included and you will be able to select an English template.
To clarify this even further: The template files state their source as "Converted using xea2kmt by Thomas Baumgart from GnuCash sources" So the origin is at our friends over at GnuCash. I don't know if they have something for the English folks in Canada in the meantime. If they do, we can certainly convert their files again into our format. That xea2kmt tool must be somewhere on my drive ;)
