This problem was fixed some months ago. Please update to a newer Plasma NM snapshot.
This fix will be part of KDE SC 4.6.1?
Plasma NM (or plasma-widget-networkmanagement) is not part of KDE SC. It belongs to KDE Extragear, which does not follow KDE SC schedule. You should check in Ubuntu's repository if there is a newer package.
I check with 20110408 snapshot (currently in Natty repository). Still reproduced for me. I need to record new video?
I really cannot reproduce this problem since I fixed in last year. The interface details can grow sometimes to accomodate the details, but it does not happen everytime for the same interface like in the video.
How can I provide additional information for you to help investigate this issue?
Can you send me the source code of the package you are using? I want to compile it and see if it happens here. You can also try changing your desktop to English. Maybe this problem is related to the cyrillic translation. My desktop in Brazilian Portuguese but several parts of the Plasma NM is in English, including all strings in the main window. In you video all strings are in cyrillic.

I have tested the source code with and without the patches and no problems here.
You are right. It's not reproduced with English localization. Then maybe there is some problems with handling strings from you cyrillic localizations? Can you please try changing your desktop (or testing environment in virtual machine) to Russian or other cyrillic localization?

I try Kubuntu 11.04 with Brazilian Portuguese. plasma-widget-networkmanagement is translated to Brazilian Portuguese here, but this bug is not reproduced for Brazilian Portuguese localization.

I did some changes in the source code, it should work independently from the translation used now. Please test.
