In version 4:4.5~20100920.1177660-1maemo1.1177547 , after removing all configuration in the users home folder and rebooting the device, after Statup of "KDE Notes", no default folder/account is present.

In version 4:4.5~20101014.1185599-1maemo1.1185510 the default ressource does not recover anymore after deletion (maybe thats wanted?).

That is wanted, only mail local folders do that since they contain the special outbox folder which is mandatory for mail sending. For all other apps deletion of the default resources is perfectly valid, e.g. if all your data is on a Kolab account anyway. This is equivalent to the behavior on the desktop.
