In KDE 3, Kicker could be configured to have two rows of widgets.  I would configure it to have one row that was just the task bar and then other widgets and launch buttons below it, giving both maximum width of the screen.

In KDE 4, I've yet to find any way to get the same effect.  While I can resize a panel to make it taller, that doesn't allow for separate rows of plasmoids.  I therefore tried putting two panels on the bottom of the screen, one with the task bar and one with everything else.  However, two panels on the same screen edge do not "stack", but sit right on top of each other.  Therefore one is always hidden by the other.  

Ideally, some way to put more than one panel on the same screen edge and allow both to continue to be visible would solve this problem and offer a great deal more flexibility.
