Interestingly, if you right-click an existing icon, and choose 'properties', the same dialog appears, but the icon assign button _is_ acrive. I also see this - marking as confirmed. Seen on plasma 5.12.4, framework 5.44.0, on Kubuntu Artful + KDE PPA (with latest plasma + framework). When you use "create new link to application", as mentioned the icon assignment button is not active. The matter is made much worse by the fact that on my system the 'default icon' is no icon at all. So you end up creating things on the desktop that are almost invisible until you hover over them with the mouse. Reproducible: Always Steps to Reproduce: Right click on desktop in 'folder view' mode, select 'Create New' -> 'Link to Application' Actual Results: Icon select button inactive. Link is created *with no icon*. Hovering over the link, and pressing properties opens a property dialog from which you can apply an icon. Expected Results: Button should allow to choose an icon and if you do not change it, *provide a sensible default*.
