Now Alt + - produce emdash ( — ) which is less common in typography than endash ( — ), U+2013. Currently endash is not present in typographic characters but both should be.

Reproducible: Always

Kde keyboard layout switcher does not deal with keyboard mappings. You want to file a bug for keyboard-config project at freedesktop.org
