This makes the process very tedious and is not how it works in every other desktop environment. Reproducible: Always Steps to Reproduce: Set the panel to "Windows can cover", and switch between maximized windows through the task manager plasmoid. Actual Results: The panel hides. Expected Results: The panel should not hide.

No, actually windows covering panel is OK, but not until I finshed working with it. In Windows and OS X it works that way and i think it's the right way. Just try it and you will see what i'm talking about...
"but not until I finshed working with it" agreed; the fix may not be completely trivial, though, as the tasks widget simply asks for the activated window to be moved on top. it may be as simple as clearing the NET::KeepBelow state of the panel until hiding is triggered. let's see ...
