The page already containing the IRC hyperlink is irrelevant, it is a page for a different product and it is not directly reachable from "How can I contribute?".
If you really want people join the IRC channel, why not hyperlink the instructions you give to make everybody´s life easier?
I believe that it is not wasteful to repeat hyperlinks in this way, especially when they are on different pages, let alone on different sites.
Please reconsider.
