Some areas can be moved but do not communicate that to the user. Because of this, functionality and/or information is hidden for the user who do not want to constantly behave explorative or is not familiar with the applications. One example is the "Save As.." functionality in the "Actions" flaps "Email" Section (one has to scroll to find it + one has to know that one can scroll to scroll). It would be good to have indicators (like traditional scrollbars) that an area can be moved.

Implemented in revision 1202014.
It is corrected now. I can see a visual indicator (horizontal dark grey bar) at the bottom of the tab that shows there are more options if the user scrolls down now. Once the user scrolls to the very bottom then the visual indicator appears at the top of the tab to show that she can scroll back up. Seems fixed so I am closing it. Feel free to reopen if needed.
