By default Okular does not show in the 'open with'-dialog. You can choose 'set default program' -> browse -> go to your KDE installation folder -> select 'okular.exe. I do not know if you have tried this. But I have been using Okular as my default PDF-reader on Windows 7 for about a year now.

One other thing that is then possible is a missing KDE file association. Could you look in KDE system settings -> file associations -> search for 'pdf'. If Okular is not the top one in the 'Application Preference Order' please change it accordingly.

I've just checked "Open with..." menu list and now I have Okular option in it and Okular is now default pdf-viewer. So, works for me.
