and if you move the clock elsewhere on the panel it shows all the text?
When I move the clock, nothing changes other than its position.

This might or might not be the same bug -- but if I change the time format in the Digital Clock widget from time-only to time-and-date, the space for the widget on the panel is not expanded. (Time-and-date takes more space than time alone.) Instead it overlays whatever is next to it. If the activity bar is not active, the problem doesn't occur, but the activity bar expands to fill the available space.
