Version:           2.0 (using KDE 4.5.0) 
OS:                Linux

I'm using Croatian keyboard layout, and I have tried to fix this by going to Bosnian and Serbian layout but the letter 'at' can't be entered. By the way it is written by pressing Ctrl+Alt+V in this layout.

Reproducible: Always

Steps to Reproduce:
I've changed the layout to different languages.

Actual Results:  
Problem is still present.

Expected Results:  
Software should have enable the support for 'at' symbol and I can't enter 'Euro' sygn. I can't enter any symbol that is beggining with CTRL+ALT shortcut.

OS: Linux (x86_64) release 2.6.32-21-generic

Looks like some Croatian layouts/variants have euro sign and some don't. Not sure why you used Ctrl+Alt - I think this is not the standard xkb way.

When I chose Croatian layout and e.g. "US keyboard with Croatian letters" variant I was able to enter Euro symbol with RAlt+e.

So you may want to dig through layouts in /usr/share/X11/xkb/symbols and also set the 3rd level shortcut (if you don't want to use default RAlt) for special symbols.

If you don't like particular layouts you may want to file a bug against xkeyboard-config project (http://freedesktop.org/wiki/Software/XKeyboardConfig) as KDE keyboard layout module only manages switching them - not how the keys are layed out.
