At the moment the location that you are currently using seems to work for me... Perhaps at the time you tried it, the weather source was sending out an unknown weather condition. Could you try turning on plasmawallpaperview in kdebugdialog, and paste the output of running "plasmawallpaperviewer -p weather" while configuring the wallpaper viewer as usual please?
It was sending relevant data because the same service was used on weather plasmoid on my second computer. Problem is that now it works :/ So even if i give you debug traces it will be useless :( I would recommend keeping this bug open, because even others were able to hit it and hope that someone will provide the trace.
