I cannot assign global shortcut "Meta-Shift-+" on german keyboard (becomes Meta-* and is ignored when used).

Reproducible: Always

Steps to Reproduce:
0. Switch to german keyboard (or use a key which is mapped differently for "Shift")
1. Open Global Keyboard Shortcuts
2. Define a custom shortcut
3. Press Meta, then Shift ("Meta-Shift" is displayed)
4. Additionally, press "+"


Actual Results:  
Meta-* gets assigned, but using it does not work (it gets ignored).

Expected Results:  
The shortcut "Meta-Shift-+" should get assigned.

It appears to happen for keys where the shifted variant is mapped to a different key.
