I can't change the language as root. When i open eg yast at other logins it is in the wished language (german). But as root always english

In the yast-modul "Language" the primary language is "german"; in the "personel settings" - "regional & language" is "german" selected.

Although the language of "personell Setting" is english and when i select an item it is english, but the part, where i can change the settings, is german

For example : "Multimedia"
title is english (Sound and Video Configuration), Menu is english (Buttons : overview, help, defaults, reset, apply), but the rest is german.

Reproducible: Always

Steps to Reproduce:
changed language in "personell settings" and "yast-language" first to german language and then into russian

Actual Results:  
no changes

Expected Results:  
german translation

SuSE 11.3, installed languages : german, english (US and GB), russian, ukrainian, frensh,

Hmm, does not sound like a problem of the translation. Can anyone running Suse comment on this?
