Any Kolab client should find or create a default folder for each type for each Kolab Server account. So yes, if there is no "contacts" folder, kontract-mobile should create one.
A workaround is to use any other Kolab client first, e.g. the web client or Kontact Desktop to create the default folders.
There are two possibilities here: - No resource created at all: ps -Af | grep akonadi_contacts on the phone returns empty - The resource is actually created but not configured correctly. This is more likely, and a problem we have seen as a side-effect of the resource duplication bug with local mail folders as well.

Works in 4:4.5~20100917.1176264-1maemo1.1174921. Wrt to Bernhards first comment (https://bugs.kde.org/show_bug.cgi?id=242808#c1), the fix present is about local folders. The kolab issue (create folders) is neither solved in the mobile, nor in the stationary kontact, as reported in https://bugs.kde.org/show_bug.cgi?id=251590 . Closing.
