As discussed on forum.kde.org (http://forum.kde.org/viewtopic.php?f=67&t=88609) the "Different widgets for each desktop" configuration option is at an unusual place in the category "Window Behavior". A more logical place would be "Workspace".

there is no "Workspace" entry. this group should probably just be re-name to Workspace Behavior, so that there would be Effects, Appearance and Behavior.

this can't be changed before 4.6, however, due to string freeze. i've changed it in my local copy and it will go into trunk when it re-opens for string changes.
