when trying opening an offline file appear this error: 

Could not start process Unable to create io-slave:
klauncher said: Error loading 'kio_file'.

when with Konqueror you try to browse the net, it says:

The requested operation could not be completed
Cannot Initiate the http Protocol
Technical Reason: Unable to Launch Process

Just out of interest, because I am running into this exact error message on Kubuntu 10.04 with 4.5.0 packages: what can cause this problem? What patch fixed it? If I want to debug this issue on my platform, what should I be thinking about?
