According to the configuration, the weather should be updated every 30 seconds. But the wallpaper is not updated even when the weather changed or when the night comes. 

Reproducible: Always

Steps to Reproduce:
1. Activate the weather wallpaper.


Actual Results:  
Wallpaper is not updated.

Expected Results:  
The wallpaper should be updated according to the time and the current weather.

if you use a weather applet too with the same provider/location, is the weather updated correctly there?

No the widget is not updated.

Confirmed, something is broken, in 4.6 also. I'll take a look and fix this.
