As seen in bug #240597:

$ svn co svn://anonsvn.kde.org/home/kde/branches/extragear/kde3/graphics
$ cd graphics
$ make -f Makefile.cvs
This Makefile is only for the CVS repository
This will be deleted before making the distribution

*** YOU'RE USING automake (GNU automake) 1.11.1.
*** KDE requires automake 1.6.1 or newer

I get this when trying to build kdelibs 3.5 so, I guess everything from KDE3 is affected.

please install older automake version or patch yourself. KDE 3 is no longer maintained in a way that we would adapt to newer automake releases. As far as I know you can install different automake versions in parallel.
