Of course this is NOT a TABLE attribute but an attribute of COLGROUP which is clear from the example given. Sorry for the mistake. Andreas.
Reproducible in 3.1-rc3, however there is an error in the above bug report. The align attribute should contain "char" instead of "center". AFAIK, not many browsers support this, and it isn't required by the html recommendation.
