There is no new payee button on the payee screen; to create the first payee, one must either:
(1) configure toolbars to add the New payee icon
(2) make a ledger entry.


Reproducible: Always

Steps to Reproduce:
create first payee without configuring toolbars/making a ledger entry


Actual Results:  
impossible - can only be done by first configuring toolbars/making a ledger entry


Expected Results:  
a New payee button/icon obviously available


A New payee button in the style of the New schedule button would be one way.
Making the New payee icon appear by default alongside the New institution/New account icons would be another.

N.B. Most users will add payees more frequently than institutions/accounts.

The payees view has changed a lot in the latest version and there is now a new payee button on top of the payee list, just like with the budget list.
Which version are you using?

3.98.1 from packman. Will check for a more recent build.

Tried a more recent build from the openSUSE Build Service but it crashed before opening and I used the bug tracking dialogue to submit a report. However, I have now loaded a different (apparently earlier version) from openSUSE which has the changes to the payee screen. Looks as if the packman build is older than it suggests.
