Version:           1.13.2 (using KDE 4.4.3) 
OS:                Linux

When I click the Help menu of the "Mail - Kontact" window, and select "Kontact Handbook", I get the following error message:

The file or folder help:/kontact/index.html does not exist.

Reproducible: Always

Steps to Reproduce:
click the Help menu of the "Mail - Kontact" window, and select "Kontact Handbook"

Actual Results:  
A dialog box appears, stating:

The file or folder help:/kontact/index.html does not exist.

Expected Results:  
Help information would appear, which could be browsed.

OS: Linux (i686) release 2.6.32-22-generic

I presume you don't have the documentation installed.

What is the output of "$ apt-cache policy kdepim-doc"?

I checked with KPackageKit, and found the component referenced above was not 
installed.  I installed it, and now I have online help for Kontact, so the 
problem is successfully resolved - Thank you!

So my question is, why is it not installed automatically when kubuntu 10.04 is 
installed from the CD?  Or, if there isn't enough room, why is there not 
something prompting the user to install an extra package?  

Yesterday, I searched for any packages having to do with KDE and help (or 
documentation), and installed them all, but it made no difference.  

It appears my problem was that I didn't connect "PIM" with "KMail" or 
"Kontact".

Per my prior e-mail, I now have online help for Kontact.  

Unfortunately, after clicking the "Help" menu, then (in the left pane) 
clicking on "KAddressBook", it again complains similarly to the prior problem:

The file or folder help:/kaddressbook/index.html does not exist.

Is there yet another package that I was not able to guess that needs to be 
loaded?

This problem seems to be specific to the Ubuntu distribution.  Try getting some help from Canonical.

That's wrong.

The documentation for kaddressbook in kdepim was removed sometime in 4.4.x? afair, that explains "The file or folder help:/kaddressbook/index.html does not exist".
In 4.4.5 the help action of KMail launches a userbase page as temporarily replacement for a docbbok documentation shipped with kdepim.

Because first the topic of this report has to be clarified:

* Title says "No online help information (KDE Help Center)"
But that are two different things online help is on docs.kde.org and userbase.kde.org; KDE Help Center is locally installed documentation. 

Reading the description this report is about missing locally installed help displayed in KHelpcenter, right Aere?

In 4.5.1 (Lucid) and trunk and 4.5 compiled from sources I can't open a help for individual components, only for kontact. 
So I can't check the issue "The file or folder help:/kaddressbook/index.html does not exist." reported in comment #3 :-(

@Aere: How do you launch the help for e.g. KMail in Kontact 4.4.3?

It is the lack of locally installed help.  I used (as I recall) the Help 
menu, and choose the Kontact Handbook.  

That still fails.  I get the same error dialog box, saying: 

The file or folder help:/kontact/index.html does not exist.

The same still happens if you hit the F1 function key.

The KDE Help Center window says: 

There is no documentation available for /kontact/index.html.

I keep my system up-to-date.  I applied the latest updates just last 
night.

Sorry but now I am really confused.

I got a new, faster machine, and installed Linux 10.04 on it.  

When I tried the sequence of actions that exposed the bug 
(documented for the bug), the bug occurs now.  

If there was a fix for it, it didn't make it into the distribution & fixes for 
kubuntu Linux 10.04.

I have Kubuntu Lucid 10.04 on one machine with kontact from kde 4.4 and another with kontact from kde 4.5. On both machines the help action opens the kontact handbook in khelpcenter.
Aere, please launch "$ sudo apt-get install kdepim-doc" in konsole, you don't have the kdepim documentation installed. In Lucid that is a separate package.
I'm sure this will solve your issue, please close this bug then.

Thanks.  That did fix the bug for me, this one time.  

My concern is that the problem gets fixed so that anyone who installs 
a KDE version of Linux (such as Kubuntu) does not run into this 
problem.  

You shouldn't need to get special help to access the help.

this is the 'landing page' in case a doc was not found for whatever reason (no doc, doc not installed, bug in the help system etc) 
it explains several ways how to solve this issue or to get the requested help online
