Start eg. amarok,close so it goes to the system tray. Click on the icon - amarok is shown. Click on the icon - it is hidden. This is expected. Now click on it to show the main window and minimize it with the minimize button. Now amarok is minimized and it is in the system tray and the taskbar. Click on the tray icon: nothing happens. Expected behavior: it is raised and brought to front.
This is not specific to amarok, it was just an example.

do you have custom settings as window stealing focus prevention?

I have Low as focus stealing prevention. I think an extra step is needed though to reproduce the bug: after you minimize amarok to the taskbar, switch to another application and click on the tray icon only after.

clear, detailed reproduction steps:

* start an app that minimizes to the system tray
* open its window if not shown already
* minimize the window using the window decorations
* click on the icon in the system tray

well, this library is "workspace" enogh to force an active window? anyways, kwin should not block focus to the unhidden window, ever, so yes.

Hm, it activates the window only when it was minimized before.

To reproduce:
- start Amarok, show its window
- start another application that covers Amarok window
- click on Amarok systray icon

The Amarok window will be raised, but not activated.
